No doubt you are correct. I believe that Franklin County's problem (with out of date voter rolls) could be compounded by the fact that (I believe) it includes the Capital and a very large University. But when a County that hasn't grown in 4 years, yet sees registered voter rolls grow by 20%, with registered voters amounting to over 100% of the eligible voters - finding the correct placement of poll stations may be a problem (and can result in claims of deliberate voter suppression, when no such thing was attempted).
