It's a matter of information theory.
Any control, any at all, is limited by the information available of the current state and the effect of the control in the future.

Chaos will multiply any uncertainty to the point that predictability and control is impossible. The only way that it won't is if there is zero uncertainty, which is another way of saying a pre-determined universe (or effectively a simulation of a universe).

It doesn't matter what kind of power this god posesses. (Except for the power to see a future already cast in stone). The informtion will not be there to accomplish a goal if there is free will.
