We have constant apartment breakins here in Waikiki. The cops could care less. I had one of the thieves knock on my door last year when they broke in on my floor, and I offered to ID him. The Detective wouldn't even take a statement. But every time there is a traffic stop, three police cars are there.

The city makes money off the traffic tickets. They don't off finding thieves.
