I don't think you read what I posted carefully. From your article:

Which I have already conceded...but you seem to have missed the point:

Mr. Bush would have won using the partial recount method of 4 strongly Democratic areas advocated by Mr. Gore, but that Mr. Gore would have won given a full recount of the state.
