Trouble is we know where the oil is in the USA - but due to local/environmental rules they cannot drill in those locations. The money will most likely be used to pay off the local city/state boards/regulators to allow "exploration".

There's some ideology to it, too... they want to do it to make a point that they should be able to drill there, despite the protests of environmentalists.
