I find the change in terminology significant. A war on terrorism was clearly justified by going after any and all maniacs who would 'target innocents'.

I consider extremism to be the great enemy of our time. However, there are probably just as many extremists in one part of the world as another. And the justification for confronting particular extremists militarily is a whole lot less clear that a war on terrorism.
