Was Eisenhower a weasel when he appointed Earl Warren, William Brennan and Potter Stewart during recesses?

Was Clinton a weasel when he appointed the nutty James Hormel as ambassador to Luxumbourg? Or when he made any of his other 70 recess appointments?

Just wondering.
