But as I posted to John, I doubt there are enough people behind those cameras or even enough to view pre recorded incidents to do much about it.

It wouldn't make much sense to view most locations real time or even view all the recordings after the fact. That's too costly with too little payoff. But if the cameras just ran automatically and a crime occurred in their location, reviewing the recordings applicable to that time and place would cost little but bring big returns. It could be cost effective even for smallish crimes like muggings.
