Given that none of us is God Almighty and can tell with certainty what goes on in another's heart, and yet courts and normal people do end up passing judgement all the time, my stance remains the same. Any reasonable person who notices that Cheney & Co were looking for a way to invade Iraq and then hears Cheney say he knows with absolute certainty that Saddam was building nuclear weapons, and then nothing of the sorts ever pops out, despite tremendous search by national and international inspectors, then the reasonable person has no choice but to concluded Cheney lied, in as much as a mere mortal can be certain of such a thing.

Now if you wish to dilute this judgement from he lied into "Cheney acted on intelligence he had", that is your choice, but your stance has no semblance of even handedness or reasonability.
