I hate to point this out, Mark... The difference is Clinton followed the policy of containment (which worked) and Bush followed the choice to invade and occupy Iraq. So are you now saying that Bush did not lie? After all, Clinton and Bush said the exact same thing with respect to Iraq. If Clinton did not lie then neither did George Bush, he just chose a different path with respect to Iraq. Diz- PS: If Clinton lied, then containment was not, as you point out, effective. You can't have it both ways. :)
