They'll all move, the proportions should reflect their proportions within the basket. I'm sure it can be determined by regression analysis, and I suspect it's already been done. So it doesn't really matter what the Bank of China states publically, it can and will be determined. My guess is the dollar is still very heavily represented, maybe 85% or so, with 5-10% Yen and the rest Euro. Over time they'll balance it more to represent the overally proportions of global GDP, with some gold thrown in for good measure.
