Even being mad at the cop might be the wrong target. Assuming he actually did speed, and that it wasn't by a trivial amount, and he thinks he shouldn't have gotten in trouble he should be annoyed at the legislature or the bureaucracy, that set that specific speed limit or specific penalty.
