I wasn't proposing a solution, just making a point. The goal of a terrorist act is create fear in the survivors, not kill the victims. And it obviously follows that the less fear they create, the less effective is their strategy, and the less likely they are to repeat it. It's "Terrorism 101", I learned this stuff in Europe in the late 70's and early 80's. John
