Is Chicago having racial problems?

Not currently. After Daley's father died, Harold Washington became Chicago's first African-American mayor. The City Council, which actually has a lot of power when it wants to exercise it, was predominately white and hostile to Washington. Things got so bad here that the Wall Street Journal dubbed Chicago "Beirut on the Lake." The current Daley has been more inclusive and has successfully co-opted both the African-American and Hispanic politicians. Once Daley is gone, all bets are off.
