:( Well... the future Prez did say in the campaign against Gore that he didn't believe in 'nation building'.... And, he wasn't the only one. There were a LOT of conservative attacks against, and criticism against, the practice of nation-building... while such an effort was underway in the Balkans. It's just possible that all of those criticisms were correct, and that nation-building is, in general, an extremely messy, hyper-expensive, and highly likely to fail undertaking... frequently producing significant 'blow-back' and negative externalities.
