War is hell. The troops by in large try to stick to Rules Of Engagement but killing in combat is contagious and adddictive. You can also freak out, get paranoid, start hating them all or just make mistakes. Like Vietnam, Iraq is a place where you cannot tell friend from foe. They all look the same. So oftentimes you mow down anyone who looks like they "might be" dangerous, regardless of whether they're confirmed enemy.

Examples of this would be, anyone with a cell phone (spotting for snipers?), anyone who doesn't immediately stop, anyone who runs, anyone who doesn't wave and smile, wavers and smilers who look like they're not serious, on and on.

Read a book called "Generation Kill" by an embedded journo with the Marine Recon invasion squad. He details how the deeper they got into Iraq, the more the troops gave up trying to strictly follow ROE and how some of them just started shooting first and asking questions later.

One story I remember is stunning. How the squad gave candy to a man in a suit who was waving to them. Then the next Humvee behind them gunned the man down. War is hell.
