Personally I don't agree with that policy. Regime change should be up to people of each country. I also don't support policy to keep anyone in power for the same reason.

That said, it was fully possible to make that change in a variety of ways from funding opposition groups, to bribing Saddam to change his policies that would eventually bring about his fall, to assassinating Saddam, to nuking Baghdad without occupying Iraq...all of which would have cost US less in time, money, and funds.
