I sincerely do not believe Bush is dogmatic. I think he is very pragmatic in his actions. It is just that his goals are so different than everyone else's. Bush treats his office as his personal property and his power as his own, rather than thinking of them as belonging to the people and himself a trustee of it. So he sees it perfectly legit to use his office to benefit his friends and to curtail any threat to his power. From this perspective, he has been acting very rationally.
