Oil started spiking the day after Bush-Cheney were nominated. It was sheer collusion by all the Texas energy companies in concert, including the Saudis. The gouging was first focused on California then went up everywhere else and stayed up except for the period when the Democrats got control of the senate back. Then the price plummeted and there was a sudden glut of oil and energy.
