I never had much faith in any ability I might have to invest on the basis of a chart, at least as far as predicting future prices. I would worry even more about foreign stock charts.
You don't know if they are based on accurate data, and patterns might have a different iterpretation.

Foreign stocks are less market efficient, no doubt, but profiting from that fact is difficult. Probably need to invest through a mutual fund. Fidelity has one for Latin America.
Vanguard has the Explorer Fund which invests in foreigm stocks, but was closed last I checked.
