Jochen, Branson from the UK is working on a viable space vehicle, and it has already been flown into space, for a very small length of time.

Unless they can modify that huge fuel tank, the shuttle mission is, basically, shut down.

Public will, what it is. In America I think the money given to NASA is grudgingly given based mostly on the acceptance it is needed to as part of defense. America's GDP allows for an amount that can get past objections. Europe has far more basic people problems and the political climates seems inclined to spend money now social programs.
