In a declared war, all might be valid tactics. Carried out in a war declared and recognised by only one side, I'd argue otherwise.

Defining a tactic as not being terrorism, doesn't mean you are saying it is a valid tactic.

By then waging war with staggering disregard or even disdain for civilian casualties

Not an accurate description of reality.

I would submit that a war that is declared and effected by one side is a war for the other side, too, whether they choose to recognize it or not. If someone declares war against you, you're in a war no matter how you frame it and how you conduct yourself.
