They're out there looking for broken down cars and people doing really stupid things like driving faster than everybody else.

They can't stop anyone for much of anything. It jams up traffic too much when they intervene and the public won't stand for it.

From what I've seen in traffic court you won't get a ticket if you're on the Interstate going above the speed limit during rush hour as long as you stick with everybody else.

A few weeks ago you were posting about herd behavior. This is an excellent example of successful herd behavior.
