Wouldn't the terrorists understand that law enforcement and the military will be on high alert at this time.

Of course they know. Many places and orgs are on orange alert status constantly. Las Vegas police and fire department for one example. FBI (nationwide) for another.
Remember, historically, we have only gone to red after an attack.

I get data from many different sources and process it this way.
Initially, I am much more interested in the reliability of the source than the data. I usually ignore info from sources that have proven themselves to be unreliable more than once or twice.
Second, I look for multiple source confirmation of the same info.
If I rate the sources high and the information reasonable, I decide who to share it with if anyone.

but then Zawahiri comes out with his video earlier today which could be full of nefarious instructions to members of his army.

Exactly the same thought I had.

I am becoming very fond of the FBIs new 3D program. It calls for the Delaying, Disrupting, and Dismantling of terror cells and orgs before they can strike.
Their successes are the only reasonable explanation I can think of to explain why the US has not been attacked since 9/11.
