If the communities are going to decide that would in effect mean state or local governments.

The closest to that would be going by the words actually in the constitution, most relevantly the 10th amendment, and leaving the decision up to the states.

Unfortunately a majority of states would make abortion legal, but I wouldn't support judicial activism to impose the pro-life cause on a national level even if it was a remotely likely possibility.
