I used to deduct taxes. And it's not the same as "cash," because there is a paper trail. I am not worried about the tax end here, just stopping employment of illegals.

Going after the employers would cut the majority of the problem out. Employers don't like to pay employees without a paper trail. They can't deduct cash payments as an expense easily.
