Germany yes, the Catholic church has a a strong position here. Thats why all shops are closed by law on Sundays BTW.

In Holland? No, they were early and if you are interested I could some more on that. A comparative study by New Zealand people around NZL and NL in that area.
Holland requires the woman to consult with people authorized for that purpose (Doctors, Clerics, Psychologists) and a 5 days "cooling off" period prior to getting it done.
Other than that no big hassle and the state pays for women with local residency.
