Houses have been tax favored for a long time but the bubble did not begin until Greenie slashed rates to absurdly low levels in 2002.

Low rates and incredibly lax lending standards fueled by the derivatives explosion the primary forces behind the bubble. Tax favors just the icing on the cake.
