Australia does bring in more immigrants per capita than does Australia - but they're a different sort of immigrant.

To immigrate to Australia: the head of the family needs to speak fluent English, AND; they need either significant assets and the ability to run a profitable business; or a job arranged in advance in a field approved for immigration.

If you cannot meet these requirements, you have to migrate to America instead.
