Are you referring to official news? If not I don't think it's knowable what moves markets short term.

I don't know if it is "official" in the sense that it has been "formally announced via press-release" but it's a small world and news travels fast between the currency desks.

I believe Russia has announced it formally that it upped Euro from 30% to 35% of its forex reserves.
