The halting of government funding isn't just an interim step. It is a aim itself, and an aim shared by some people who would not support making abortion illegal.

Why would someone who supports choice want to halt funding, other than politicians hedging with the pro-life constituency, that is?

in the long run I think it would be an effective compromise in many areas and would reduce conflict.

It could be if used rarely, but once a technique is shown to gain ground for an interest group, they all adopt it. Look at how litigation on grounds of constitutionality has become de rigueur.

Tim, this particular discussion is not our usual detached and intelligible one, methinks. For lack of a better explanation, I think that it's because I am more or less equally indifferent to Brazilian soldiers, frozen embryos, future hamburgers, and death-row inmates so I can treat their genuine and passionate advocates groups as rough equivalents. I think that, as much as you want to operate in the abstract, your arguments have been muddied by your uneven appreciation for the various causes and that you are rationalizing unevenly. FWIW.
