I bought it into police station about three buildings up to file accident. cop at desk had no interest, no report.

I always thought that leaving a note was common and sufficient practice in such instances. I know of no reason to involve the police.

If you leave a note (which I always do) then the police won't get involved. Even if I think there's no damage, I still leave a note saying "I backed into your car, don't think I did any damage, but if I did, please call." Etc.
