Gas gouging started the day Bush-Cheney were nominated. Yes, Clinton was still the lame duck prez for another 6 months, but thanks to Bushie-Enron deregulation the prez has/had little power to crack down on collusion gouging, especially since such an investigation would require cooperation from the energy business.

See, after WWII, the Petroleum Institute made a deal with the fed gov. They would supply all data to the gov voluntarily, on the honor system and would be politically neutral. For the first time ever the PI became stridently anti one party and pro another and cooperated with the gouging. WHy? Because for the first time in history two Texas oil cronies were on the GOP ticket.
