Sorry, it's just not acceptable to shrug your shoulders and say there's nothing we can do.

But it's not likely to happen.

Vouchers don't produce that result. They take money from public education so less for these kinds of serious innovations. And schools are likely to become profit centers in a voucher system in which less money goes to education. Vouchers just introduce the wrong set of incentives into education.

Vouchers provide parents with choices. Imagine that! And a say in their children's education. Imagine that too!
I know that is hard for liberals to swallow.

This thought will frighten you.
:o)
I see absolutely nothing wrong with a profit motive for schools.

We have a profit motive now in our schools. Have you ever met a teacher that didn't want a raise? Teachers don't work for nothing nor do administrators. But the profit is controlled by their union and liberal politicians submit to their demands without demanding accountability.

In a free society, profit + competition + limited government control is the proven way to achieve an excellent product.

As you said, we already know we cannot depend on our government and the teachers' union to produce excellence. If we keep doing the same thing, we are going to keep getting the same results.

Let the marketplace settle it. A little profit will generate some of the competition needed for improvement. Giving parents a choice will generate the rest by weeding out non-performers. And the latter is what your business desperately needs.
