you might recall that not only did the CIA file a complaint, clearly an indication there was fire and smoke together, but the Justice Department, heaving great sighs of indignation, took up the charge. Like I say, fire and smoke, frying pans and fire.

I initially thought as you did. Then I read and dug and read and dug, and finally determined that the DOJ used some funky pro forma form questionnaire it apparently uses as a matter of course as its screening tool. You can get the information from the briefs filed by the amici in the Cooper case.

There was in fact no rigorous screening by the DOJ of the Plame Affair, only a very adroit Rovian trick designed to pull in the suckers.
