Of course Kudlow could not even correctly recite the quotation -- from French politician, Georges Clemenceau (1841 - 1929).
en.wikipedia.org

"Not to be a socialist at twenty is proof of want of heart; to be one at thirty is proof of want of head."

Some of Clemenceau's other famous comments:

"America is the only nation in history which miraculously has gone directly from barbarism to degeneration, without the usual interval of civilization."

"War is much too serious a matter to be entrusted to the military."

"Military justice is to justice what military music is to music."

"War is a series of catastrophes that results in a victory."

"In order to act, you must be somewhat insane. A reasonably sensible man is satisfied with thinking."

and my very favorite, which reveals a keen observation of the human condition:

"There is no passion like that of a functionary for his function."
