But I would suggest Newton proffered a Law of Gravity and not a theory.

You start with a hypothesis and call it "theory" when you think it is proven. But it is still testable. Calling it a "Law" is a way of confirming the theory, but does not do away with the fact that you still test it. All "Laws of Nature" are that way.

The two operational definitions you gave tell us what gravity does. They don't tell us how it does it.

When we know that, we will have integrated the field theory. And then [hopefully]:

"Sic itur ad astra!"
