BAGHDAD, Iraq (AP) - A blinding sandstorm in Baghdad Monday forced the postponement of marathon negotiations between Iraqi political leaders working to overcome obstacles blocking agreement on a new constitution, with only a week before a deadline to complete it.

In other developments Monday in Mess O Potamia:

-An employee of the Trade Ministry, another from the Environment Ministry and a translator were killed in three separate shootings in Baghdad.

-Two civilians and a former Baath Party official were gunned down in separate ambushes in the capital.

-Two bodies of handcuffed men who had been shot in the head were discovered in Numaniya, 110 miles southeast of the capital, police Col. Qassem Hamza said.
