When I decide to get broadband access I choose between DSL and Cable. Cable competes with DSL

And when you're deciding whether to choose DSL or cable, the competitors within the DSL market enter your calculations. Unlike cable, which is a monopoly service with no internal competitors, DSL providers competed to drive down cost and increase services. You could choose amongst DSL providers that gave you the best price and service compared to other DSL providers. Now you'll be stuck with what the Bell gives you, or the cable company gives you.

Which is something that seems to have escaped your consideration.
