This index was done in 1q, 05, and one can quickly see there is no advantage today, to refinancing on a rate basis for 80% of all mortgage borrowers out there.

For lenders to encourage serial borrowers to replace 5.5% APRs, with current 6.5% APR using neg amortization to lower payments (but at higher actual interest rates)for brief periods is churning, and in my view really criminal conduct (even if carried out by clueless young clerks).
