Some DSL providers may operate with fixed IP. Our local cable operated with fixed IP. But if the phone line stays alive, the DSL connection stays alive. It would be surprising that the phone company did not run any of it's com equipment without backup powers. My phone company is the DSL provider. I understand other third parties can use phone company DSL lines to provide the service. If a third party is involved, that could be the source of blackout and fixed IP.
