August 9, 2005: Quite a number of smaller European countries have decided that maintaining a modest SOF (Special Operations Forces like the U.S. Army Special Forces or U.S. Navy SEALs) capability is a good idea.

Nothing new about that.

Most West European countries have had such a force for years.

They trained together every fall for decades during a SOF exercise known as Flintlock that was conducted throughout Europe and the Med.

Pushing up the cost? Who writes the government's contracts? Those problems should be fixed on the contractor's dime, with penalties.
