Usually Congress changes hands in a realignment election such as 1932 or 1994. Of course there might be a gradual drift in one direction or another, but not necessarily. The Ds were picking up seats until they were swept away in 1994.

I think it's a matter of the mood of the country. People will vote for change when they feel upset about things. Many thought the Ds would win Congress right back after the 1994 defeat, but the country didn't have a reason to vote the Rs out. 2006 might give them a reason with the unpopular war and out of control spending.
