When a friend and I chaperoned several 18 year olds on a cruise this spring, we had letters from the parents giving permission for them to drink beer or wine, since it's legal in international waters, and notarized statements for temporary guardianship.

Having been a Ship's captain, I doubt I would even drink wine with meals on any ship under way. But the idea of giving 18 year olds who have no real knowledge of the effects of alcohol permission to drink just seems quite dumb to me.
