Hi Slagel - The system of locally financing public schools doesn't work if their are few rich people or companies to tax in the school district. Here in Santa Clara county, Silicon Valley, we have about 10+ Fortune 500 headquarters which can pay property taxes -

(HP, Sun, Intel, AMD, Cisco, Yahoo, Calpine, Applied Materials, Apple, Adobe, )

There are many school districts which are just plain poor, and under funded.

You also have the situation in Louisiana where a large slice of the population sends their kids to private schools - often Catholic in that state - and they then vote against public school taxes - they can't afford to pay twice.
