Yeah, I think so. I've felt that for a while. The states are taking the lead in lots of areas (think stem cells), cuz this government won't. It's a case of "When the people lead, the leaders will follow". In this case, the states are acting like the people.

Even the actions of the feds pales by comparison to the states.
