Truth is, the Shiites are in control of the country, they're in control of the trial, control of the process whereby the charges are drawn up vs Saddam, and that massacre is the oldest burr under their saddle. If the Kurds were in charge, they'd prolly execute him for the gassing.

I doubt any of it has anything to do with Reagan.
