The lack of refineries is a symtom of what is wrong with our economy ie lack of truly competitive markets. You see it every where in software telecom defense even food these days. Some of that is the fault of bush in that his administration has cooperated in the increasing concentration of power in American business. That is the reason why I laugh when people say business is where jobs are created because those jobs more and more aren't being created at least not here. There is no risk taking to talk of rather the modern mba is risk averse. It is stifiling our ability to innovate and grow. Hell even Bush hailed the highway bill as a source of job creation which seemed rather odd since his mantra has been that government doesn't create jobs. the only real competition in our economy today is among workers for jobs.
