I would suggest least harm to the lest people is much more important. What about taking private property that for another private use?

Estate taxes create disruptions in the economy. It has taken millions of family farms. It has caused the premature sale of perhaps millions of family corporations.

The FFs allowed the feds to impose tariffs if I recall. It seems like this was their primary source of revenue. We now know that tariffs are bad. A simple flat wage tax would work. Everyone pays. When you have free riders the demand for services increases. Everyone pays.

No taxation without respiration.
