A good argument could be made that, no matter what any administration calls it, it's not a "war" unless Congress says it's a war

The rebuttal would be Congress' Authorization for the Use of Force after 9/11.

Congress doesn't have to say "war", just has to give sufficient indication of support for the President's exercise of his constitutional powers.

Ah, but you have forgotten Poncho Villa, he invaded USA with his "army" and actually took over a town near the border. Black Jack Pershing chased him all over Mexico but never found him. jdn
